Judge Deborah R. Culler
Judge Culler was born in Miami, Florida on
January 7, 1960. Her parents are Maria Antonia Reed and Thomas
Reed. She is married to William T. Culler who is originally from
Columbia, South Carolina. They have an 8-year-old son and
currently reside in Central, South Carolina.
Judge Culler graduated from Coral Gables High
School in South Florida in 1977. Upon graduation she attended
Miami Dade Community College. She obtained a Certificate of
Proficiency in Paralegal Studies from the University of Miami’s
School of Continuing Studies in 1984. She moved to South Carolina
in 1987. She attended Tri-County Technical College and earned an
Associate in Public Service degree with a major in Criminal
Justice. On April 18, 2001 she received her certification as a
municipal judge.
In 1992 she was appointed by the Governor to
serve as Clemson University’s municipal judge, where she continues
to serve through annual appointments by the Clemson University
Board of Trustees. In February 1997, Judge Culler was elected to
serve as the Municipal Judge Vice-President of the South Carolina
Summary Court Judges Association (SCSCJA). In 1997, the president
of the SCSCJA appointed Judge Culler to chair the association’s
municipal courts committee. She was re-elected to the position of
Municipal Judge Vice-President in September of 1998. In September
of 2000 she was appointed by her fellow judges in the 13th
Judicial Circuit as its representative on the Executive Board of
the SCSCJA. In September of 2002 she was elected to serve as the
Treasurer for the SCSCJA. Judge Culler has been active, on a local
level, in the Tri-County Judicial Association (Pickens, Oconee,
Anderson). She served as the Association’s Secretary/Treasurer and
then as its President in 1998-1999. On February 21, 2001 she was
appointed by Chief Justice Toal to the Board of Magistrate and
Municipal Judges Certification.
Prior to her judicial appointment she was
actively involved with several paralegal organizations. She was a
member of the Dade County Legal Assistants Association. She was a
member of Florida Legal Assistants, Inc. and served as its
chairperson for the Nominations and Elections Committee in 1987.
She was a member of the Columbia Legal Assistants Association and
served as its Coordination Committee chairperson in 1989.
Judge Culler is a member of Lawrence Chapel
United Methodist Church and serves on its Finance Committee. She
is a certified scuba diver who also loves snow skiing, golf and
reading. Her favorite leisure activity is coaching her son’s
Little League baseball team, which she has done for the past 5
years.
